Who wants government transparency in Kentucky?

Rep. Jim DeCesare pre-filed a bill today to set up a website to track government expenditures. Here is a link to the bill. Four questions: Why limit exposure to expenditures $5000 and above? Why exempt transfers between government agencies? Why exempt assistance payments to individuals? Why not require timely posting of each payment?

A lot of "whys" and I am sure we know most of the answers. However, the insiders will not be answering anytime soon. Can you say arrogant?
